Two girls displayed wounds and a bloodstained Bart Simpson T-shirt Monday as their mother complained that their attackers were being treated leniently by the criminal justice system.
City Council President Andrew Stein cited the case as an example of the lack of punishment for crimes by juveniles who sometimes rape, rob and murder knowing that with "almost all youth crimes, there's no punishment."
Stein said at a City Hall news conference that crimes by youths, singly and in groups, had become a large part of a crime wave that has caused New York to become known as "the crime capital of the world."
